In a resent development the immediate past Governor of Kaduna State Mallam Nasir El-Rufai wrote to the National Security Adviser Mallam Nuhu Ribadu, seeking clarification over reports that the Office of the National Security Adviser (ONSA) procured approximately 10 kilograms of thallium sulphate — a highly toxic, colourless, odourless, and tightly controlled chemical substance — reportedly from a supplier in Poland.In the letter dated January 30, 2026 which was received by ONSA on February 11, 2026, Mallam El-Rufai described himself as acting "as a concerned citizen". He emphasized the compound's extreme danger to public safety, stressing the need for transparency, accountability, and need for public trust.El-Rufai highlighted six specific questions.
- The supplier's identity and whether importation complied with required chemical or defence permits.
- The exact quantity, form, and concentration procured or being procured.
- The proposed end-use of the imported substance.
- Storage and security arrangements for the material.
- Was there regulatory oversight and proper coordination with relevant agencies agencies like NAFDAC (National Agency for Food and Drug Administration and Control) and NCDC (Nigeria Centre for Disease Control), plus other public-health and environmental bodies.
- Was any public-health risk assessments or hazard-mitigation plans exist, given the substance's lethality.
